telegraph.
Since the transfer of the Agencies, the Postmaster General of Hong Kong has settled all questions of discipline, promotion, dismissal etc, affecting the staff now to be regarded as members of the Hong Kong Service, in accordance with the rules and procedure of the Fong Kong Service and subject merely to the general approval of this office. This practice would be maintained; and I am to suggest that even if the staff were paid cut of Hong Kong finds (subject to reimbursement), it might not be necessary in the circumstances that the Fong Kong Government should be formally consulted by the Postmaster General of Fong Kong on matters of discipline etc. as the Governor of Hong Kong fears would be necessary.
